It's okay for female characters to be happily content as well as comfortable with fitting with the gender stereotypes, being feminine, liking feminine things or doing anything that's qualified as 'non badass', same with the males fitting the gender stereotype.
If they don't want be badass, it's fine. It's fine if you dislike them, it's fine.

However, don't expect them fit your 'perfect idealistic feminist' female character with she can magically kick a lot of ass without getting a scratch.

It also gives you no right to 'upgrade them into a more badass' for your own selfish appeal.
See 'What measure is non badass?'.

Also don't demonize them in your shitty fanfics so your little pathetic Mary Sue insert (that includes fan favorite canon girls) tomboy special snowflake is viewed as a saint that men prefer. It basically proves that you're saying 'I'm a shallow arrogant special snowflake bitch that rejects reality and refuses to see the characters as actually characters, but my own ideal world where they love me'. That's what you're clearly saying.

Anyways, back to the subject. Stop viewing the feminine female characters as 'weak' and needs to be more badass to be a 'better character' for your own selfish spoiled rotten tastes.

I see nothing wrong with badass, tomboy female characters here and there but lately, if you don't write your main heroine as someone who is a total warrior or hates everything that is girly, then apparently you're the worst human being ever and that's a pretty stupid ideal.

Most of my female characters are feminine but like some boy things and even my more tomboy-ish characters like girly things. Writers can have a healthy mix of both types of women because it's really anti-feminism if you degrade a certain type of women to only praise another; every women (fictional or not) should be praised and loved for who they are. That is why I write different kinds of characters and female villains are evil because they're horrible, not because they're girly

Sorry for the rant ^^' I didn't mean to get all preachy. But this is a good journal :)
